CNN reports the Biden administration is strongly considering approving the transfer of cluster munition warheads to Ukraine. The weapons are banned under the Convention on Cluster Munitions, which has been signed by U.S. allies including the U.K., France and Germany. Ukraine, Russia and the United States never signed the treaty.
