On a recent weekday morning, John Case heard a familiar buzzing outside his quiet suburban home in College Station, Texas. He recognized it immediately as one of Amazon‘s Prime Air drones, whizzing by on its delivery route to unload small packages of batteries, vitamins and dog treats.

“It sounds like a giant hive of bees,” Case, a semi-retired orthodontist, said in an interview. “You know it’s coming because it’s pretty loud.” 

Case has lived in College Station for the past 40 years. The drones are a common sight when he and his wife go on their regular walks around the neighborhood. Nurses, police officers and firefighters who work the nightshift talk about it disrupting their sleep during the day, Case said.

Noise complaints are just the latest challenge for Amazon’s drone program that’s been struggling to get off the ground since the company started testing deliveries in 2022. A mix of regulatory hurdles, missed deadlines and layoffs last year, coinciding with widespread cost-cutting efforts by CEO Andy Jassy, has halted progress of the ambitious service, which was conceived of by Amazon founder Jeff Bezos more than a decade ago.

College Station, located about 100 miles northwest of Houston, has been the main testing ground for Prime Air, as Amazon tries to show it can ferry packages by unmanned aircraft to residents’ homes in under an hour. Lockeford, California, south of Sacramento, was supposed to be another test market, but Amazon shuttered its operation there in April. The company is seeking approval from regulators to start deliveries in Tolleson, Arizona, west of Phoenix.

As Amazon prepares to scale up Prime Air and expand it to more areas, it’s encountering another reason why that won’t be so easy. In a July letter to the Federal Aviation Administration, College Station Mayor John Nichols wrote that residents in his city, home to Texas A&M University, have grown tired of the drones loudly buzzing near their homes.

“Since locating in College Station, residents in neighborhoods adjacent to Prime Air’s facility have expressed concern to the City Council regarding drone noise levels, particularly during take-off and landing, as well as in some delivery operations,” Nichols wrote.

Nichols’ letter followed a proposal from Amazon to the FAA to allow the company to increase deliveries to 469 flights per day, up from its current level of 200 flights per day. Amazon is asking for the ability to operate between 7 a.m. and 10 p.m., rather than being limited to daylight hours as the program is today, and to expand its delivery area to up to 174 square miles surrounding the company’s drone port, up from its current operating range of 44 square miles.

A month before Amazon’s request to the FAA, residents appealed to local legislators to intervene in the company’s expansion plans. At a city council meeting in June, Ralph Thomas Moore, whose neighborhood is “less than 500 feet away from the launch pad,” played a recording of a chainsaw to illustrate the noise level of the drones.

If Amazon gets its wish, there would be up to 940 combined takeoffs and landings, all so the drones can deliver one package at a time, weighing no more than five pounds, Moore said at the meeting.

“This is what Amazon is asking the FAA to approve,” he said. “This is a huge invasion of our personal space and has significant impact on everyone in the neighborhood.”

Bryan Woods, College Station’s city manager, said at the meeting that city officials ran tests of a Prime Air drone and found it had noise levels between 47 and 61 decibels. According to the Occupational Safety and Health Administration, chainsaws are typically measured at 125 decibels and heavy equipment at 95 to 110 decibels.

Prime Air is part of Amazon’s effort to find a quicker, more cost-effective solution for the so-called last mile, or the part of the delivery that gets the package from the warehouse to the customer’s doorstep. Proponents say drone delivery can potentially offset the cost of maintaining a fleet of delivery drivers, while cutting down on the need for gas-guzzling delivery vans. That’s assuming Amazon can ever turn it into a service for the masses.

In May, Amazon notched a key milestone when the FAA said it would allow the company to fly its delivery drones over longer distances and without staffers on the ground observing each flight. Amazon heralded the announcement and said it “lays the foundation” for the service to reach new markets. 

Sam Stephenson, an Amazon spokesperson, told CNBC in a statement, “We appreciate the community of College Station and take local feedback into account wherever possible when making operational decisions for Prime Air. We’re proud of the thousands of deliveries we’ve made and the hundreds of customers we deliver to.”

‘Fantastic technology, wrong location’

Amina Alikhan likened the drones to “a fly coming by your ear over and over and you can’t make it stop.”

“It is waking us up and disrupting our ability to enjoy both our outdoor and even our indoor spaces,” said Alikhan, an internal medicine doctor who lives with her husband in a neighborhood a few hundred feet from Amazon’s drone airport in College Station.

Case said his neighbors have complained that the sound of the drones makes it hard to enjoy working in the yard or sitting on the patio. Sometimes it’s loud enough to be heard inside. Case said he wrote a letter to the College Station mayor and city council about the matter.

When the city agreed to be a test market for Amazon, “I think nobody really knew how noisy and annoying it was going to be” Case said.

Others said the drones fly alarmingly low. One resident, who serves as the head of a local homeowners association, said Amazon told those in the neighborhood that the drones would fly 400 feet or higher while in operation.

But the drones fly over residential properties at 100 feet or less, which can make it uncomfortable to even lounge by the pool, said the person, who asked not to be named to preserve her privacy.

The current iteration of Amazon’s delivery drone typically cruises at an altitude of 160 to 180 feet, according to data submitted by the company to the FAA.

Amazon has said it plans to introduce a smaller, quieter drone, called the MK30, which is expected to start running in College Station and Phoenix once the company receives approval from the FAA.

Stephenson said the MK30 is “designed to reduce the drone’s perceived noise by almost half.” It will also fly at a higher cruising altitude of between 180 to 377 feet above ground level, except when descending to drop a package, according to the FAA.

But many residents wanted Amazon to go a step further and get out of their neighborhoods altogether. As concerns grew louder, leaders from Prime Air held a Zoom meeting on July 24 with College Station residents.

Matt McCardle, head of regulatory affairs and strategy for Prime Air, said at the meeting that the company would not renew its lease in College Station and move elsewhere by October 2025, according to a recording obtained by CNBC.

Amazon’s Stephenson confirmed that the company is “considering a variety of potential paths forward,” including the possibility of an alternate drone site.

The company has also agreed to reduce the number of flights per hour, said Bob Yancy, a College Station City Council member. He plans to propose that Amazon move its drone port to the site of a former Macy’s store that’s now owned by the city and located in a nearby shopping mall.

In April, Amazon said it plans to integrate Prime Air into its same-day delivery network, instead of building standalone drone facilities. That’s what the company is aiming to do in the Phoenix area, where its launchpad is expected to be on the same site as an Amazon warehouse known as SAZ2. A couple hundred feet from the facility is a major neighborhood called Roosevelt Park.

Yancy said at the meeting that he still likes the program, and appreciates that he’s been able to have toothbrushes, cookies and bottles of aspirin delivered to his house within an hour.

He wants Prime Air to stay in College Station. But for it to work, he said, Amazon will have to make its drones less noisy or get them far away from residents.

“I think the headline on the program is — fantastic technology, wrong location,” Yancy said.

Former U.S. Federal Trade Commission Chair Lina Khan said Monday that Facebook “panicked” when making the acquisitions of Instagram and WhatsApp as smartphone use took off.

“It saw companies like Instagram and WhatsApp experiencing astronomical growth, and that’s the point at which it resorted to this buy-or-bury scheme where, if it couldn’t outcompete a rival, it either bought them out or cut them off its network,” Khan said on CNBC’s “Squawk Box.”

Meta, the parent company of Facebook, Instagram and WhatsApp, begins a trial with the FTC on Monday. The government alleges that the company monopolized the personal social networking market with its $1 billion acquisition of Instagram in 2012 and $19 billion purchase of WhatsApp in 2014.

Meta did not immediately respond to CNBC’s request for comment.

The trial could result in the social media giant divesting the two companies. Meta has filed a pretrial brief detailing its disagreement with the FTC and reiterating that it believes the company does not have a monopoly.

“There’s no expiration date when it comes to the illegality of the transaction,” Khan said. “I think there is a way in which the entire social networking ecosystem looks different today because Facebook was permitted to go out and make these acquisitions.”

The case is, at its core, about “free and fair trade,” Khan added. Though no settlement has been reached, she said there’s always a possibility of a settlement before the case concludes.

With President Donald Trump regularly holding court with tech executives, Khan said she’s “glad” that Meta and CEO Mark Zuckerberg‘s efforts to dismiss the case have been, thus far, unsuccessful.

Zuckerberg donated $1 million to Trump’s inauguration fund, co-hosted an inaugural ball and has reportedly met with the president multiple times since January.

“Until the trial is over and until we actually get a liability verdict and then a remedy, we’re all going to have to wait and see,” Khan said.

Sony raises PlayStation 5 prices in Europe citing 'challenging' economic environment

Sony hiked the price of its flagship PlayStation 5 console in Europe, Australia and New Zealand, citing a “challenging economic environment” behind its move.

In Europe, the PS5 Digital Edition will now cost 499.99 euros ($569.9), Sony said in a blog post on Sunday. That is up from a previous price of 449.99 euros. The company said the U.K. recommended retail price is £429.99, a rise from the previous price of £389.99.

There is no price increase for the PS5 with HD Blu-ray disk drive in Europe and the U.K, while the PS5 Pro, an upgraded model of the console which was launched last year, was also spared hikes.

PS5 prices were also boosted for sales into Australia and New Zealand.

Sony said it has made the “tough decision” to raise prices against the “backdrop of a challenging economic environment, including high inflation and fluctuating exchange rates.”

Global financial and currency markets have been volatile since U.S. President Donald Trump announced so-called “reciprocal tariffs” on more than 180 countries earlier this month. Since then, Trump has reduced some levies to allow time for negotiations and has exempted certain products, like smartphones.

Serkan Toto, CEO of Tokyo-based games consultancy Kantan Games, said its likely Sony will also raise PS5 prices in the U.S.

“I would be very surprised if Sony was able to keep the PlayStation prices in the US stable. Now is the ‘right’ time for the company to hike prices because user backlash would be comparably limited,” Toto told CNBC on Monday.

“So yes, I expect Sony to raise prices in the U.S. eventually, once it’s at least a bit more clear where exactly tariffs are headed.”

It’s not the first time that Sony has boosted prices for the console, which is now more than four years old. It previously undertook hikes in 2022 in various countries and regions, then further lifted the console’s price in Japan last year.

Tokenization of the market, from stocks to bonds to real estate is coming, says BlackRock CEO Larry Fink, if we can solve one problem

If the vision of Larry Fink — CEO of BlackRock, the world’s biggest money manager — becomes reality, all assets from stocks to bonds to real estate and more would be tradable online, on a blockchain.

“Every asset — can be tokenized,” Fink wrote in his recent annual letter to investors.

Unlike traditional paper certificates signifying financial ownership, tokens live securely on a blockchain, enabling instant buying, selling, and transfers without paperwork or waiting — “much like a digital deed,” he wrote.

Fink says it would be nothing short of a “revolution” for investing. Think 24-hour markets and a trading settlement process that can be compacted down into seconds from a process that today can still take days, with billions of dollars reinvested immediately back into the economy.

But there’s one big problem, one technology challenge that stands in the way: the lack of a coordinated digital identity verification system.

While technology experts say Fink’s idea isn’t improbable, they agree that there are cybersecurity challenges ahead in making it work.

Verifying asset owners in world of AI deep fakes

Today, it’s not easy to verify online that the person you are interacting with is that person because of the prevalence of AI deepfakes and sophisticated cybercriminals, according to Christina Hulka, executive director of the Secure Technology Alliance, an organization focused on identity, access and payments. As a result, having a unified verification system would be useful because there would be cryptographic validation that people are who they say they are.

“The [financial services] industry is focused on how to build a zero-trust framework for identification. You don’t trust anything until it’s verified,” Hulka said. “The challenge is getting everyone together about which technology to use that makes it as simple and as seamless for the consumer as possible,” she added. 

It’s hard to say precisely how a broad-based digital verification system would work but to support a fully tokenized financial structure, a system would, at a minimum, need to meet stringent security requirements, particularly those tied to financial regulations like the Know Your Customer rule and anti-money laundering rules, according to Zulfikar Ramzan, chief technology officer at Point Wild, a cybersecurity company.

At the same time, the system would need to be low friction and quick. There’s no shortage of technical tools today, especially from the field of cryptography, that can effectively bind a digital identity to a transaction, Ramzan said. “Fifteen to 20 years ago, this conversation would have been a non-starter,” he added.

There have been some successes with programs like this across the globe, according to Ramzan. India’s Aadhaar system is an example of a digital identity framework at a national scale. It enables most of the population to authenticate transactions via mobile devices, and it’s integrated across both public and private services. Estonia has an e-ID system that allows citizens to do everything from banking to voting online. Singapore and the UAE have also implemented strong national identity programs tied to mobile infrastructure and digital services. “While these systems differ in how they handle issues like privacy, they all share a key trait: centralized government leadership that drove standardization and adoption,” Ramzan said.

Centralized personal data is a big target for cybercriminals

While a centralized system solves one challenge, the storage of personally identifiable information and biometrics data is a security risk, said David Mattei, a strategic advisor in the fraud and AML practice at Datos Insights, which works with financial services, insurance and retail technology companies. 

Notably, there have been reports of data stolen from India’s Aadhaar system. And last year, El Salvador’s government had the personal data of 80% of its citizens stolen from a centralized, government-managed citizen identity system. “A lot of security experts do not advocate having a centralized security system because it’s kind of like the pot at the end of the rainbow that every fraudster is trying to get his hands on,” Mattei said.

In the U.S., there’s a long-standing preference for decentralized systems for identity. On mobile devices, Face ID and Fingerprint ID are done not by centralizing all of that data in one spot at Apple or Google, but by storing the data in a secure module on each mobile device. “This makes it much harder, if not impossible, for fraudsters to steal that data en masse,” Mattei said.

Digital driver’s licenses offer a cautionary tale

It would take a significant coordinated effort to come up with a national identity system used for identity verification.

Identity systems in the U.S. today are fragmented, Ramzan said, giving the example of state departments of motor vehicles. “To move forward, we will either need a cohesive national strategy or a way to better coordinate identity across the state and federal levels,” he said.

That’s not an easy task. Take, for example, the effort many states are making to adopt digital driver’s licenses. About a quarter of states today, including Utah, Maryland, Virginia and New York, issue mobile driver’s licenses, according to mDLConnection, an online resource from the Secure Technology Alliance. Other states have pilot programs in effect, have enacted legislation or are studying the issue. But this undertaking is quite ambitious and has been underway for several years.

To implement a national identity verification system would be a “massive undertaking and would require just about every company that does business online to adopt a government standard for identity verification and authentication,” Mattei said.

Competitive forces are another issue to contend with. “There is an ecosystem of vendors who offer identity verification and authentication solutions that would not want a centralized system for fear of going out of business,” Mattei said. 

There are also significant data privacy hurdles to overcome. States and the federal government would need to coordinate to resolve governance issues, and this might prompt “big brother” concerns about the extent to which the federal government could monitor the activities of its citizens.

Many people have “a bit of an allergic reaction” when anything resembling a national ID comes up, Ramzan said.

Fink has been pushing the SEC to look at issue

The idea is not a brand new one for Fink. At Davos earlier this year, he told CNBC that he wanted the SEC “to rapidly expand the tokenization of stocks and bonds.”

There’s BlackRock self-interest at work, and potential cost savings for the firm and many others, which Fink has spoken about. In recent years, BlackRock has been dragged into political battles, and lawsuits, over its voting of a massive amount of shares held in its funds on ESG issues. “We’d never have to vote on a proxy vote anymore,” Fink told CNBC at Davos, referring to “the tax on BlackRock.”

“Every owner would be notified of a vote,” he said, adding that it would bring down the cost of ownership of stocks and bonds.

It is clear from Fink’s decision to give this issue prominent placement in his annual letter — even if it came in third in the order of issues he covered behind both the politics of protectionism and the growing role of private markets — that he isn’t letting up. And what’s needed to make this a reality, he contends, is a new digital identity verification system. The letter is short on details, and BlackRock declined to elaborate, but, at least on the surface, the solution for Fink is clear. “If we’re serious about building an efficient and accessible financial system, championing tokenization alone won’t suffice. We must solve digital verification, too,” he wrote.

Blockchain continues to evolve and people are learning to understand it better. Accordingly, there are initiatives underway to think about how the U.S. can achieve a broad-based identity verification system, Hulka said. There are technical ways to do it, but finding the right way that works for the country is more of a challenge since it has to be interoperable. “The goal is to get to a point where there is one way to verify identity across multiple services,” she said.

Eventually, there will be a tipping point for the financial services industry where it becomes a business imperative, Hulka said. “The question is when, of course.”
